V2V utilizes the assets uniquely held by Baltimore Housing – the capacity for targeted code enforcement, strategic land disposition, receivership filing, and large-scale demolition – to create a predictable environment that allows the City to improve communities, build market confidence, and leverage investment from the private sector, nonprofit partners, and other City agencies.

Offers support to the Department of Housing and Community Development (DHCD) on city-owned properties. In conjunction with the DHCD, the P&D consolidates joint ownership and redevelopment efforts of various city-owned and HABC scattered-site properties for the purpose of community revitalization and improvement.
