Pre & Post Occupancy Program

What is it?

Pre & Post Occupancy Program (POP) is an initiative developed to increase resident- compliance regarding: the HABC lease, community service requirement, unit upkeep and maintenance, as well as, educate/inform residents of self sufficiency programs and support services available to them in Baltimore City.

Who is eligible?

Public Housing Residents:

New public housing residents are required to attend the Occupancy Training class (OTC) as a requirement of initial tenancy. In addition, existing public housing residents who have violated their lease, and/or are at risk of eviction, may be required to attend an OTC.

What are the benefits?

Residents will be familiar with the provisions of the lease and avoid evictions. Additionally, residents will be knowledgeable about the upkeep and maintenance of their homes.

How much does it cost?

Public housing residents participate in training sessions free of charge.
