Vacants to Value is Mayor Stephanie Rawlings Blake’s innovative and award winning blight elimination initiative. While Baltimore’s vacant and abandoned building stock is often viewed as a problem, it is also an opportunity. Redeveloping these properties can help raise property values, create community amenities, increase local tax revenue, and attract new residents and businesses.

The purpose of this Request for Proposals is to identify qualified developers, review proposals and award specific properties for redevelopment throughout Baltimore City. Proposals and applicants determined to be qualified will be eligible to negotiate with the City of Baltimore to purchase city-owned properties for their specific proposed uses.

Applicants can include individuals, not-for-profit organizations, for-profit organizations, or a partnership between any of these entities. In addition, applicants will be asked to provide management, financial, and community engagement plans, as well as other relevant information. Please read this document thoroughly.
